builds.pm: Add voices for the Piper TTS engine
This is only used by the nightly voice builds. Default remains
espeak-ng.
Currently defined but disabled until their translation status improves:
Spanish (68%)
Swedish (66%)
Danish (62%)
Estonian (19%)
