Plugin return: only skip SBS refresh if WPS was previous activity
1) the plugin return value isn't necessarily respected.
2) the screen will be updated regardless, before
the WPS is displayed, which means the skin may
appear in an "incorrect" state for a moment.
It is therefore better to simplify this to a single
condition.
